Technically, and if you want cheap, a GC400K 4 channel fan controller can handle it, if 4 fan splitters are used. Its rated at 20 watts per channel and fits in a 5 1/4" bay. Its not fancy, its just simple controls with red, yellow and blue led indicators in the 4 knobs for low, medium and high.

I have one GC400K, new unopened, but thru the packaging, I see one 3 pin fan connector pin needs to be slightly unbent. I could let you have it for $10 plus shipping. PM me if interested.
Since its unopened and never used and I inherited it from a programmer who died, there is no, nada guarantee from me. All I can say is the guy usually bought good stuff, heh.
Youll still have to buy four three pin splitters sets so you can control the fan pairs.
