New build, best Nvidia for O/C?

I'm looking at a GTX 780 with built in waterblock as a last resort.

I don't REALLY want to spend $700 on my GPU, but I will if it's the best option.

Basically I'm looking to put my 8350 and whatever GPU in my water loop and get the most out of them. What is the best GPU to get with the best O/C available? I've looked around and seen the 600 series BIOS that I guess unlocks the voltage? Is there an option for the 700 series? Sombody told me to try and find the Hawk or Lightning MSI cards, but wasn't sure if that was the best option. Also, Direct X 11 has been out for awhile now, when is 12 due out? Is it worth waiting to build and future proof my rig? Thank you for any help in advance.

EDIT: Obviously there would have to be a waterblock available for the card.

Do they make a waterblock for it? That's the deciding factor, as my OCD won't be quelled by air cooling. I overclock EVERYTHING .. ...

EDIT: I'm getting the Sabertooth 990 so I'll have a 16x,8x,8x SLi to work with as well, wouldn't mind getting 3 500s in my loop and O/C if the performance is worth the price difference .. ...

Dony get a 500 series. I would look into a 680/770 (same card) Lightning.

I found an MSI 760 4GB for around $300, but only the 2GB versions fit the waterblocks, I know more RAM really only means higher resolutions, but I like the idea of future proofing with 4. This is getting to be a pretty expensive GPU, from stock to max O/C is it worth the $200+ to get it water cooled? Maybe I should just put that $200 towards a better card on air .. ...
