General BF4 And Optimization Questions

Hey, second post here. I've upgraded (and downgraded, in some aspects) my PC a bit since the last time I posted. Basically, I have a few questions. I just upgraded my 7850 (crossfired) to a 290x. This upgrade was SO worth it. I also upgraded Windows 7 to Windows 8.1, yet another worthwhile upgrade.

So I've been looking at what people have been getting for a setup similar to mine. For some reason, they seem to be getting 40+ FPS more than I do, although I have the same or similar setup to them.

Here's my specs:

AMD 8350 @ 4.00GHz
Sapphire R9 290x @ 4.00GB (14.3 drivers)
Corsair Vengeance Ram @ 16GB/1600MHz
One 1080p Monitor
Windows 8.1 Professional

I get around 60FPS on Ultra with 100% resolution scale. I see others with the same settings get up to 120FPS. I also get 45-55FPS with 150% resolution scale. I've made sure v-sync is off as well.

If there is any advice anyone can provide, please do. Thanks!

90% of what people brag about is bull.

However, if you play a few MP matches, or levels, and log the actual frame rates, and run my program, we can see if there is actually an issue. (Link is in my sig.)
