They did. The reason for the game originally was because the original developer had a fall out with Sid, so they had legal issues with the name "civilization" as a game name, so they made alpha centauri.
Later another company bought the original developer and released the rights to the game name, so Sid took the game to another developer.
Now I guess they are making a new game similar to the past one because of running out of fresh ideas on how to renew the game. Because lets be honest. there is no real difference between civ 1 and civ 5 except graphics and a bit tweaking here and there. The basis is exactly the same.

Money. Steam takes their own piece of the pie. Some developers can't afford a low game price and a big take of the pie to make a game profitable enough for them.
Its the same reason other developers don't go to steam, or accept exclusively to either steam or origin to not give too big piece of the pie.
