Sorry to tell you this, but 40 mods is nothing. I have 243 active mods on my skyrim, but the biggest impact on my loading times is the uGridsToLoad config setting. I have that set to 12, which means the game is rendering about 4x as far out as the default max view distance. It's worth it though to have the game looking this good. Also, going by your load times, you are most definitely NOT running an ENB, which is what makes the biggest overall improvement to the games graphics, and the second biggest hit to loading times. If you are not running ENB you either probably didn't know about it, or cannot run it. I don't know what your actual rig is, I have nothing to go by. You really should put your real one in your sig.
