Asus GTX770 Issue Please help

I just started having a lagging issue with this card out of the blue. I have not made any updates to the system that would have cause this and I have not made any hardware changes so I am not sure what exactly is going on.

Symptoms:
In game graphics glitch and stutter no matter what settings I have the game on. Games tested Fary Cry 3, Crysis 3 & Outlast. All games ran smooth yesterday afternoon. Fraps continually shows high frame rate even during the lag

I have uninstalled the card and the drivers then reinstalled and continue to have the same issue. I have restored back to yesterday and still no luck.

I ran Cinebench R15 and get 136.35fps I also ran Unigine heaven on high and max was over 240fps.

I have no idea why this only presents itself in game and does not reflect on fraps.

System:
i5 4670k 4.3 @ 1.265v
Asus GTX 770 Direct CU II
Asus Maximus VI Formula
Gskill Trident 2x8gb
Corsair HX650

Have you tried installing the latest Beta drivers? Follow my driver uninstall thread. See link in my sig.
Once the new beta drivers are installed, retest some games and report back.

Did the full uninstall as suggested and installed the newest beta driver direct from NVIDIA and I still seem to be having the same issue.

I ran heaven again and got
FPS: 172.1
Score: 4336
Min FPS: 31.4
Max FPS: 328.5

Render: Direct3D11
Mode: 1190x670 fullscreen
Preset: Custom
Quality: Ultra
Tessellation: Disabled

Update:
Well I cleared it all off again and re-installed with base driver and set my Nvidia control panel settings to triple buffer and set vsync on in there as well and it seems to have helped a little. Basically in all of the games when you walk it looks like you are moving in slow motion, not the rest of the scene but just my character. Since I changed these two settings I played outlast and now when I start walking it will still react this way, but when I press space bar for my character to jump it stops the glitch... and he will run and walk at normal speed unless I stop or run into something and then when I start walking again he is back in lag mode... I have no clue what to do. Any help would be awesome!

Update: well I'm an idiot and forgot that I had reset my shine 3 keyboard and the usb repeat function was set to high causing the lag not my GPU after all. Thanks for the help!
