What he means is the difference between the 4770k and a new haswell refresh version of the 4770k such as a 4790k would only be 100mhz faster than the 4770k while both being unlocked. He is implying there is no reason to wait for this new unlocked chip when all it will be is a 100mhz faster 4770k. It seemed somewhat obvious to me.
