not necessarily, you could still use all cores and just have a few do the work needed on a few threads and all the parallel on the others, efficient if anything.

Except for the amazing fact that learning how to optimize for a CPU, as well as learning how to make use of all threads, is how you gain more performance on any static platform.

All excuses, akin to Blizzard saying they can't stop using x87 code and only two cores for SC2 or Bethesda using x87 for Skyrim. While programming for multi core might be harder than a single thread this is the future and Supreme Commander proved years ago that even RTS can be multi threaded. In time hopefully they will learn how to utilise those eight cores because that's the future, it's impossible to gain ever higher IPC on a single core as nothing will change and developer laziness will continue holding technology back.

sc2 actually biases more like 100% load / 20% load / 0% / 0% on a strong quad core (think Haswell @4.5g+) but it's the worst engine in any competitive game that i know of by a large margin, and that's only one of the reasons

I'm more concerned with just general lack of CPU power though - even with 8 cores, jaguar at those clock speeds is only a fraction of a 2500k, so come 2020 they'll have like half of the CPU power that anyone with a new midrange CPU in 2011 on desktop had. Being forced to code for 8 threads to get that level of performance isn't so good.

We don't know how fixed AMD/Sony/Microsoft are at the moment.

28nm currently is both using eight Jaguar cores. While the PS4 is Southern Islands (Model: Pitcairn) and Xbox One is Sea Islands (Model: Bonaire).

20nm could be both using sixteen Leopard cores. While the PS4+ is Pirate Islands (Model: Fiji) with 16 GBs of HBM (~256-512 GB/s) instead of 8 GBs of GDDR5(176 GB/s). Then with the Xbox One+ is Pirate Islands (Model: Treasure) with 512MB ESRAM(~100 GB/s) and 16 GBs of HMC(~160-480 GB/s) instead of 8 GBs of DDR3(68.3 GB/s) and 32MB ESRAM(102 GB/s).
