...the card's PLEX chip handles the PCIe lane traffic onboard the 295x2 PCB, so if the mobo slot is PCIe3 x16, then you will get 2x PCIe3 x16, courtesy of PLEX; if the slot of PCIe 3 x8, then you will get 2x PCIe 3 x 8 etc

Dude, you're all over the place its really hard to comprehend your logic in your responses.

Original question was can a 295x2 run at pcie 3.0 @ 8x speed. Apparently you can since the PlX chip adds more lanes (and more latency btw). My friend is going w/ a small form factor (sff) build and doesn't want a huge mb. If I eventually move on to a couple of these bad boys, my board supports 3.0 natively with Amd and i have two 16x slots available.

I think your mb does support it (pcie 3.0) but no your cpu (I had a 2700K running off a Sniper 3 Z77). If you get an IB cpu, ie 3770k, it will switch to 3.0. Other then that, for single core gpu's like your Titan's, 8x 2.0 should have little affect tbh.

They are using older drivers, I have unreleased ones that made my quad fps jump from 53 to 70s.
