It is just 2 290x cores on one pcb, and they are not the same the devil 13 was also released earlier then a 295x2
If power color made them throttle so low that is due to them.
If you don't believe me about the 295 throttling to protect the pump, come ask in the 295 thread.
I know, I have quad 290x and 2 295s
Okay first thing is first. A 295x2 is AMDs name for a dual 290x card, anycard that has dual 290x gpus follows AMDs designs plans of a 295x2. 295x2 is the reference cards name nothing more, they can call it whatever they want it is still a 295x2.
"and they are not the same the devil 13 was also released earlier then a 295x2 " No it wasn't, nor could it be GPU partners dont just start making cards, if AMD doesn't make a Dual GPU reference design then board partners do not make one period. Same thing with Nvidia, Amd and Nvidia make the cards those are your reference models, then they allow certain changes to be made from board partners. I do not know where you are getting this but its incorrect. Below is the dates for you.
295x2 - April 21, 2014
Devil 13 - around June 15,14
"If power color made them throttle so low that is due to them. " You are right I suppose they could have edited in there custom bios, however they did not nor did Asus AFAIK.
"If you don't believe me about the 295 throttling to protect the pump," again I dont need to ask anyone, what you are saying doesn't pan out for anyone that knows anything about liquid cooling. If your GPUs are at 75c your water is more like 30c a pump can operate upwards of 50c your water is not hitting anywhere near 50c.

1. disable crossfire
2 shutdown and unplug power to second card
3. boot uninstall old driver with 12 or 13 driver (older drivers have uninstall feature)
4. Reboot and install new driver
5. Shutdown and plug second card
6. Boot and crossfire should set itself. if not, then set it yourself.
These steps i do to both my amd and intel. but, like i said before, i normally just install the new over the old after steps 1 & 2. i followed the steps above for crimson and omega.
Umm I am 90% sure a gpu will still get power and still be recognized with just the 6 pins removed. As a mater of fact it would have to be or your idea would not work. As we both pointed out to you already it doesnt work that way.
If you have 1 card installed and try to add a second without reinstalling drivers it will not work, SLI does but CFX does not. Both cards have to be installed at the time of the driver install to unlock CF ability's. I ran into this when I got my second 290x as I did not know this and for days couldn't get CFX to work, I asked here and TSM told me that.
I do agree about the removing Water Cooled cards thing sucks though I love that my RIVBE can shut off PCIE lanes with switches best feature ever!.
