It would be perfect if I could get a specific recommendation since you've already done the homework. My current setup:
- Evo 212 for cpu
- Stock gpu rad
- One extremely cheap fan that came with my $30 case.
- What is a gts?
- Is <3000 rpm ever not enough?
- I found some fans on amazon called gentle typhoon but there are a few variants.
- Is noise an issue if I exclusively fire up the pc for gaming (how annoying can it be)?
- I'm also ignorant of pwm vs voltage controlled.

From your answers already I would assume silence. 2150rpm imo well be fine (top end of low speed fans I can look into links after dinner.
Voltage controlled means the speed is controlled by lowering the volts and pwm means it is controlled by pwm signal. (Voltage is 3 pin fan connector, pwm is 4 pin)
Noise is a personal preference. Some don't care. Some can't stand it.
Assuming you are going to let the card control the fan I would go with voltage control iirc

Worth a shot. I think you will be fine but 500wx2 (assuming you have enough amps iirc it is single rail so you should )will leave you with 200w for everything else
