1. 3 pin fans. Some boards now only control 4 pin PWM fans(common for the cpu header, but most cpu fans are 4 pin) and not longer control 3 pin voltage based fans.

2. Disabled in the bios. If you have disabled your fan control in the bios software like Fan Xpert(q-fan), gigabyte EasyTune(smartfan), speedfan and others made for certain boards will still work after installation and setup.

If you have a supported fan connected to the board and it is not slowing down, I would first check the bios to ensure fan control is on. Automatic fan control from the bios is easy and takes care of everything without extra software.

3. May not seem obvious, but your fans do have to be connected to the board.

Many cases come with fans that are connected directly to the power supply(a plug that does not fit the board. Adapters can make it fit the board if your board can control a 3 pin fan). These do not get software/hardware control from a motherboard, but can be controlled with a fan controller installed in the case. Some cases even come with a basic controller, but if yours does not you can always get one.

Depending on the fan plugs on your controller, an adapter from Molex to 3 pin fan(with 2 wires used) may be required.

I have a 3-pin fan and im trying to use speed fan and even other programs to change the fan speed but nothing is happening. I dont see any part of east tune in the bios.

Sometimes you need to make a change to the speedfan advanced settings to unlock fan control.

This board defaults to Smart Fan IV, setting Manual allows control.

Is this your home or work PC or what board does it have? Are you using the cpu or case fan headers.
