What is the best manufacturing company for the R9 290 or 290x?

I know there have been other threads about this, but my main concern isnt cooling. I want to know which card has pretty much everything unlocked and can run good overclocks. Ill be watercooling it anyway so temps arent the factor. Im going to set them or it up on an open loop seperate from the cpu, ram, and motherboard.

For overclocking the best piece is the 295X2, factory water-cooled and overclocked like butter, 1200+ MHz on core and 1700+ MHz on memory is pretty common overclock for these cards. I don't know of any 290/290X card that can so easily attain such high clocks, even water-cooled Hawaii's don't commonly reach this clock..some do (silicon lottery) but most have problems but in case of Vesuvius it is common

Else, MSI Lightning and the Sapphire Vapor-X/Tri-X are the best IMO, their stock air-cooling is too good to attaining good overclocks, higher will need water-block (of-course)
