The eloop b12-4 has the same static pressure and makes less noise

Four year old Noctua fans shouldn't need replacing. Are they not running at rated speed? I would just try the cooler (as you plan to do) with its stock fans and see how it does with the new CPU before you speed money on something you may not need. You have a very capable air cooler - it may do the job fine.
