Motherboard Short Circuit.

What's up guys, I'm trying to figure out if a motherboard my friend tried to use in his build has short circuited as a result of improper care. When put together he put the power button on and waited, after 3 seconds the fan turned on (albeit very slow fan speed), it started spinning up faster and then boom it completely stopped. Any attempts to power the machine thereafter have been ineffective. The PSU has been checked and is working fine in another build, all other components seem to be good.

Would the hesitated power-on be a symptom of a short circuit?

I'd say strip the computer apart if it's currently in a computer case and assembled. You should try turning on the computer with the motherboard sitting on a non-stack surface such as a wooden / rubber surface for example and see if it turns on.

You could also try holding the power button for 10 seconds while the power supply is unplugged and switched off.

You can also try shorting the CLR_CMOS pins which are located generally at the bottom right of the motherboard.
