Regarding to delay till September I found something opposing to that, this is a two days old post by vr-zone and they once again confirmed that DC is indeed set to lunch on June 2.

Would have been nice if they held it in India but present Indian climate wouldn't have allowed it to reach that much. They could do it Kashmir though.

Reminder that Intel had an official banner showing the Unlocked Pentium being out "mid 2014". They did not have another banner mentioning the Devil's Canyons that way possibly because it wasn't fully developed yet at that point. It's possible the Pentium is absolutely certain for Computex real release and the Devil's Canyon a likely outcome for a real release.

Does it mean you need a 'Z' series motherboard to overclock? Is it confirmed?

They probably just didn't have bios support for clocking them or something along those lines, regardless of mobo, we're still pre-launch

Yes, you do need Z-series motherboard to run & overclock Devil's Canyon SKUs(4790K and 4690K)
