Motherboard doesn't boot!

I just installed a new MB but it doesn't boot.
It powers on and off continuously.

These are the things I tried;
-Different CPU's
-Without CPU
-Different RAM modules
-Different RAM slots
-Without RAM
-With & without drives
-With & without peripherals
-With & without PCI cards
-Clearing CMOS
-Taking the battery out and putting it back in after a couple of min.

Does anyone know what could be wrong cause the MB is BRAND NEW.
Any help would really be appreciated!!!

Normally, to test you need installed only: CPU, GPU, 1 RAM. Ideally, you want to put the motherboard out of the case (on its cardboard box) and see if it works there, to eliminate the possibility of some short circuit inside the case. You can power on the motherboard by passing a screwdriver tip between the pins of the motherboard that power it on.

I have 1 case of motherboard that would turn on and then off in a few seconds. The culprit, ubelievable but true, turned to be the power cable of the case. The case was new and the cable or the controlling chip was defective and was keeping on the signal, so the motherboard would auto-off.

So, first i 'd try with the screwdriver to power it up. If it still turns off on its own, remove it from the case. If it still turns off, could be the PSU dying. If the PSU is known to be good, i 'd RMA the board.

Thanks for the response!

But it can't be the power cable because the last MB worked fine in that same case (with the same cables).
And the PSU can't be the problem too since it's short of a month old and works fine on my other PC.

Unfortunately it takes at least two weeks before they tell me if it will be covered by the warranty or not. and then an additional two months before they return it to me fixed or a new one.

Well, i 'd do a last attempt to run it out of the case (just in case there is a short somewhere, maybe some standoff too much or a badly positioned I/o shield). If outside the case the board still shuts down, then the motherboard should be defective...

Unfortunately, motherboards are very sensitive and one of the most common components to arrive DOA or defective.
