I think 1.4v is to high for that clock, try less voltage.

With my motherboard 1.4 is the lowest I can get on the 4+1 Phase without crashing.

I am just trying to figure out where it got the numbers from since none of them relate to 4200mhz 200mhz bus x22 multiplier.

might be change of cpu clocks by the cpu, messed it reading up.
and the not booting might be cpu load line, have you tested your voltage under load please?
try to manual it so the voltage remains static under full load.
