Does your power limit max out at 20%? Cuz most of us 290/290X folk push +50%. Might be a power limit issue, meaning the card is hitting a wall in terms of how much power it can draw (not an issue with your PSU, just a matter of the card not being able to access anymore power due to hardware/software limitations)

Crysis 1 is extremely CPU limited, I'd suggest a more modern game like Metro 2033 or Last Light's benchmark for real-game performance gain testing. Moreso 2033.
