I've been following the development of this mod since the latest release, which happens to be around 1 year ago (or more).
After that there's been a lot of confusion, many times the author went silent, no updates at all, and he came back after a while.
Well, now the latest installment is out, and man, it looks astonishing!
Check by yourself:
The mod can be downloaded on www.icelaglace.com, but the website is unbelievably slow right now.
You can get the mod files directly here:

It dramatically enhances the graphics of GTA IV. Comparing this to the original is just madness, it basically becomes photorealistic (or close to it).
There's an improvment on everything, models, textures, buildings, roads, vegetation, lights, weather. And cars. :Q___
Some car mods (with reality existing cars) are very good, with models imported from FORZA or other car games.
Driving a Ferrari ingame feels great, believe me
On the previous version downgrading to patch 1.0.4.0 was almost necessary because of the graphic errors/red sky bug on 1.0.7.0.
It should be fixed by now so yeah, it works with Steam.
Doesn't work well with my two 7970s. GTA IV performs like rubbish on my system, and always has. Performs a lot better in borderless windowed mode for me.
Nice, thanks. Yeah I'll definitely download it when I get home then. I took Sannakji's comment as it was a complicated install, but it looks ok. Can't wait.
Took me a while to realize the obvious, this is a Mod Release update to the previous generation GTA IV that I purchased years ago and already modded for ICE Enhancer 2.x.
I was just saying to myself, "whoa did I miss the PC release of the newest...GTA 5 (Sept 2013 console only)
...had to check. Altheimers gettin me. Sucks I'm inching closer to 50 this year in August.
You young whippersnappers. "Back when I was your age..."
Crysis was a solid game.
Does that make it 190%
Crysis 1 was meant to be as good looking as it was physically possible at the time.
Not only was it a good looking game, it had good gameplay as well.
