We can't create recovery drive on this PC. Some required files are missing. Has anyone else encountered this?

Open Task Manager
Select Startup Tab
Select RTFTrack and click "Enable"
Restart computer

Open command prompt in elevated mode and type:

reagentc /disable
reagentc /setreimage /path \\?\GLOBALROOT\device\harddisk0\partition1\Recovery\WindowsRE
reagentc /enable

Try to use Recovery Disk Creator again.

It has nothing to do with startup repair and damaged windows components. As sfc /scannow gives no results.

Not an option. Too much tweaking and time went into tuning the system. Plus there's no guarantee this is not gonna happen on a fresh install.

From the error message posting in the OP and the "Too much tweaking and time went into tuning the system."
