No, that would be bad for a generic open world action game like GTA, but it's good for an open world RPG.
This is a WORLD. Not every event and every quest is stand alone. Plot lines, quests, and goals are interconnected and the outcome of one has an effect on others. Some quests require you to complete them before completing a larger quest which changes the world in a way that would make completing the first quest impossible. If you had a major quest of "sack the castle and kill everyone in it" and a side quest of "get information from the tavern owner in the castle" it would be difficult to complete the side quest if you've already killed the tavern owner to complete the major quest, and it would be stupid to make the tavern owner unkillable or have a dead tavern owner respawn just to complete the side quest after the major quest had been completed.
The Witcher games have always been like this. Completing some quests too soon causes other quests to fail. It's virtually unavoidable at times because there's no big red warning label that tells you how one quests effects others. It's possible to fail quests that you haven't even been given yet, so it's always a good idea to accept as many quests as possible before completing any of them.
