I have not gone through the entire thread, but have you tried lowering the draw-distance? Helps massivly.

I agree, draw distance with simulators doesn't work well on high because often it's projected incredibly far away rendering even things you can't see.

I am with mdocod on this. If you read his posts carefully he mentioned that when you had all four cores enabled you never saw over 80% usage on any core. This would strongly indicate an issue other than your cpu being the culprit.

For a used Intel platform surely he may as well go with a Z68 + i5 2500k? Even i3's suffice in Arma. The main advantage of the i7 is it's hyper threading which Arma 3 is not going to take advantage of due to the fact Arma 3 uses barley over 2 cores.

What if I bought a really good cooler and OC'd up to 5 ghz would that be enough for stable frames or would I still bottleneck my gpu?

You will have weak performance even at 5.1 ghz bulldozer has a weak performance per core and piledriver doesnt change that

Nah that's wrong, and this problem isn't a CPU issue. It's completely related with poor programming. Maybe he needs to reinstall his redistributables but the game itself has **** performance issues.
