Hello guys so i am getting purdy frustrated now, I have a MSI R9 280x GPU and i am only getting between 50-90fps in CS:GO.... which is low compared to what i should be getting. I see other people with similar setups to mine or even lower end setups then mine hitting 200+.... this is a new comp and im getting pretty frustrated with these results... im also only getting between 25-30fps in cities in DayZ, while i read another guy with my setup gets 50-60 easy...
My GPU usage while in Counter Strike is at 99% constant(Which i know is good), my CPU (which is the i5 4690k) on the other hand usage is a constantly up and down roller coaster of 15-35% it just constantly goes up and down with an occasional 55 spike and i seen one 70 spike on my last test playing game and using MSI Afterburner to check. My GPU driver is the Catalyst 14.4 and i downloaded all my mobo drivers from the bios live update utility in F-Stream Tuning....

My setup is:
Mobo: Asrock Fatal1ty Z97 Killer
PSU: Corsair cx600m 600w
GPU: MSI R9 280x
CPU: i5 4690k at stock 3.5ghz
Ram: Team Vulcan 2x4gb 2133mhz
CPU Cooler: Corsair H60
120GB SSD and 1TB HDD

SOMEONE PLEASE HELP ME =( its breaking my heart, feller.

Are you sure your GPU usage stays at 95%+ while also clocking up to its maximum 3d clock speed? If so, then it should be your focus when troubleshooting. Reinstall driver and check. If that doesn't help then go through the settings in CS:GO and lower/disable some video options to see if one of them is the culprit.

Multicore disabled will quickly cause the game to be processor bottlenecked though.

Msi afterburner shows constant 99, so you think I should have multi render on? Does my cpu usage I posted not seem weird while in game? My card is not clocked it's at 1020mhz stock... but I don't understand why I'd be getting low fps on high settings while other people get 200+ on their systems on high

This may be related to an ongoing issue with cs:go.

Have you tried adding -processheap to your launch options?

One of the other options to try with above is;
Rename background.swf
1. Navigate your steam install, usually C:\Program Files (x86)\Steam\SteamApps\common\Counter-Strike Global Offensive\csgo\resource\flash
2. Rename the file called background.swf to background.swf.old

I recommend renaming it (vs deleting) just incase you get an error "Some of your game files have been detected to have no signaures or invalid signatures. You were disconnected, because you are not allowed to join this VAC secure server."

If you get the error, go back to the background.swf.old and remove the .old part. this will restore the file. I've had to do at least the processheap on multiple occasions.
