(Solved) EVGA 770 SC 2gb Issues

I installed two new EVGA 770 SC 2GB graphics cards with Heatkiller waterblocks on them. I will describe the issues, but first some specs:
ASUS P8P67 Deluxe Motherboard
3770k i7
16 GB RAM
XFX 1050 w power supply
Windows 8.1 64-bit

Im using two 6 pin to 8 pin adapters (one per card) for power.

I noticed immediately that the characters in my BIOS post messages had lines in them. When i got into the operating system, and occasional restarts after, i had red lines on the screen (picture below). According to the device manager, it only sees one of the 770's and the one it does see has a Code 43 error, meaning a driver issue.




I have tried:
Installing and re-installing the driver; the latest version, the beta version, and the WHQL version.
Installing the driver in safe mode.
Running Driver Sweeper to remove any drivers left over from my now-retired 470's.
Running Driver Sweeper in safe mode.
Updating the BIOS.
Swapping around power cables and DVI cables.

The cards are connected with a heatkiller SLI connector, so i would have to completely drain the system to remove them. I dont want to do that until im sure there isnt a simpler fix. Thank you in advance for any of your help.

I narrowed it down to a bad card. Seems it was DOA.
