New Win8 install feels slow

I really like Windows 8 on my laptop and the PCs at work so I decided to go ahead and buy it for my desktop. After installing it for a few days though, it seems to be sluggish. My first four CPU cores are erratic, anywhere from 5 to 30% usage at any given time with the other four cores at less than 5%. RAM usage is rarely over 30%. Whenever I open an application, it seems to be hard at work trying to open them and takes longer than it should, things that ran fine on Windows 7. It sometimes stutters when I hit the Windows key on my keyboard as well. My temperatures are fine and games are fine most of the time, although I occasionally get a black screen (once every 15-20 hours of gameplay or so) and have to restart it.

AMD FX-8350
G.Skill 8GB @ 2400MHz
XFX R9 290
EVGA SuperNOVA 850G2
Crucial MX100 256GB SSD

Temps

CPU: 34.6C
GPU: 42.2C
Motherboard: 34.0C

Other specs can be found in sig rig if needed. Any ideas of what the cause might be?

My best guess would be a driver. Using a faulty or incompatible driver can cause this. So can a virus, but this is unlikely if you just installed the OS.

Is it fully upadated?

Video driver updated?
