Yes, by using Symbolic Links. It's a feature built into windows, google for guides on how to use it and programs that help expose the functionality.

Or you could just launch steam from its install folder on the other drive instead of installing it over again on the new OS. It will install any files the OS itself needs on first launch. Then all you gotta do is make a shortcut.

I have had the same steam install over multiple windows installs, even over more than one computer. I have the same install on my game storage drive that was on the laptop in my sig back when that was my gaming rig.

I do this too, even games outside of steam will often work. Battle.net's launcher will also allow you to point it to a different installed location.

Are you sure you aren't thinking of the thing it does when you do WinKey+Tab?

    I was referring to the fact that it dims the whole screen for the duration that the task switch dialog is visible.  In earlier versions of Windows, the task switcher was just a small window in the center of the screen.  The new task switcher makes the whole screen flash when rapidly [Alt]+[Tab]bing back and forth between windows.  For the average user, it is a neat concept and the large thumbnails may be appreciated; but for me, I used [Win]+[Tab] when I wanted the big thumbnails, and [Alt]+[Tab] when I wanted to very quickly (and seamlessly) toggle between two programs.

So I still like dexpot more then the win 10 desktops. Dexpot has so manny extra features and it feels faster. Do we know if there will be a way to turn it off? Like through windows features.

I doubt it, but thankfully the Task View icon is pretty out of the way (and hopefully in a future update they'll allow you to remove Task View from the taskbar), and judging by the way Dexpot seems to work, it shouldn't run into any collisions by not disabling.

I like how in win 8 if u install a browser other then IE it will pop up a dialogue box for your default browser. Does this extend to thing like PDF readers or libre office vs ms office?

Do you mean you want it to ask if you install a new program that can open a specific file? If so, it should do so when you open that file.

I was thinking more of the default application choice. If I install Dex pot; windows should ask me if windows or dexpot should control the desktops.
