Yeah, don't go over 1.45v on the vCore. It could be auto voltage kicking in?
All that you should have to do is raise the FSB to what the RAM is rated at, add some vCore voltage and go from there.
Seeing as you're running 8GB you're less likely to get a higher OC.
You may want to give the IMC/Northbridge a small voltage bump, I remember my E8500 did 4.1GHz with;
1.33v or so
1.52v on the RAM (I had 6GB DDR2 800) - I ran the timings overclocked to 5-5-5-15 from 5-5-5-18 too
A bump on the North-bridge (It had some weird name on my Ep45-UD3P)
It's been a long time, I can't really help you out more unfortunately. You could also try loosening your RAM or getting some better RAM but at this point unless you can get it for really cheap or free it's probably not worth it. (1100MHz RAM is hard to find/expensive usually)
Your temps are fine too, up to 70c is okay but you shouldn't be getting there though. Especially if you're at 1.52v right now when you use less it should be a lot cooler. I remember my E8500 topped out at 42c with a Hyper 212+, it had the bugged sensor at 41c and only worked from there upwards. The stock cooler would do 73c at stock for reference (1.25v)
