Need help building an minecraft/ file server for 25 people.

I built one in pc part picker here
I have a 240 radiator and pump so i could water cool the cpu if i wanted to. but, i need the cpu block then. Prefer it to be lower maintenance though.
I already have a sea sonic 750watt gold rating psu. Really trying to keep it around 600-700.
I prefer a smaller case.

Max is 700 but i can go a bit over. I also wonder if i should use ubuntu or the spare widows 7 i have. Have not played with linux in a long time. Wouldn't the gtx 750 ti be better i am going for efficiency also. I would prefer it to be 500-600 but, if thats not doable i can do 700. So, i modified my parts list and mine is 13$ less than yours. http://pcpartpicker.com/user/gualichu04/saved/fvjv6h

The 750ti is 20% slower +/- the 270 just uses 110-120,performs.near a 660ti for 10usd more?it is worth .I would use windows amd drivers arent good enough yet.

About the efficiency the 650-750w on a low power card/usage wouldnt have the proper 80plus % for the which it was made

I figured that would be an issue but, i already have the psu. So, i dont see the point of buying another. This computer wont be used for gaming at all jsut the server and file storage. Maybe a media pc later to. I do have a gtx 480 i can use but that would be overkill and more power than i want it to use 24/7. I edited the op to include that a smaller case would be better as long as it can hold at least 4-5 HDD or more.

A 270 is like an oced 580GTX with 2gb performance wisw but way better in power efficiency.if you want a cheaper solution then a r7 265 which is slighly better than a 750ti. Or a r7 260x 2gb which is a bit below a 750ti sometimes better

But if you need to use linux then go with a 750ti

When i checked on pcpartpicker there was a r7 260x 2gb on newegg from asus for 103usd.

Ah the r7 comes with 2 free games, the r9 comes with 3 free games

If you only using this PC as a server of any kind don't bother getting a dedicated GPU, just use whatever is onboard and spend that money on something else. and I definitely recommend running Ubuntu for anything server related. If you use Windows you will wind up just using more resources than you need. That being said windows is simpler if you don't know much about linux OS's.

I am wondering if my old rig in my sig would work temporarily as a server. Being every uneffecient though.
Specs are:
amd phenom II x4 940 8GB of ddr2 forget the speed, gtx 480 and my 750 watt psu. It needs a case and hd/SSD though. plus sata 2 is crap vs 3
Last time i used it as a server it was ok but for 25 people not sure it can handle that. I would strongly prefer new parts over buying used so, i am not screwd if it dies in a year.

I can work with ubuntu for the minecraft server and file storage. How well will that work for media server later one ifi wanted to do that? Problem is i already have a wireless ac card and may have to use that vs wired and don't think there are linux drivers.
