(HP Pavilion dv7) Intel Centrino Wireless-N 1030 (Problem - HELP)

So I've recently formatted my friends HP Pavilion dv7 to Windows 8.1. I've gotten all the necessary drivers, & software installed. Problem is the wireless card isn't' working for some strange reason. I downloaded drivers from the HP.site, & the graphics driver from the ATI site. All seems great till I unplug the ethernet cord, & I'm in the "Network Connections" folder, & I'll disable the ethernet port. Than I click away on the WiFi icon, but nothing launches, not even a list of hotspots in range. Here is what I'm looking at below....



The weird thing is below the words "WiFi" it says "Not Connected", & an "X" like it's been disabled, which it definitely is not disabled.

Any help, please? This laptop is real nice, & I'd like to get the WiFi working for my friend, so that he has a good laptop with decent graphics to play games, & maybe some LAN with my brother & I.
