Looks like you're coming from a similar system as me (q9650, evga 750i and sli 8800gt)

I'm currently piecing together a i5-4690k rig but because on a limited budget, I opted to go the ati route for cards since they can be had for same performance as their nvidia counterparts for a fair bit less.

The 290 is just 7% slower than a 970GTX. Which is 100usd more.each r9 290 comes with 3 free games and they support mantle(somilar to directx12) a crossfire is better than a single 980GTX
The glacer is enough to oc that cpu to 4.8ghz or more
The psu is enough for ocing the cpu and gpus
A monitor can be a qnix or x star monitor which are 2560x1440 and can be oced to 120hz check the qnix club on oc.net and ask which has fixed the frame skipping issue.the x star is also another option
