Second-hand DFI Lanparty UT X48 won’t boot

Hello, friends,
I recently bought one DFI Lanparty UT X48 from a guy (in addition to another .775 MoBo), just to play around a bit and then resell it. He had stated in his ad that he had experienced booting problems but swapping the RAM sticks solved them.
Now the motherboard won’t boot up. Actually I think it did, the first time only – I entered BIOS, then switched it off and this was it.

No POST beep, the display shows 8.8., CPU fan works.

I have tried with the following components, tested successfully on other rigs:
- Two CPUs – E3400 & Q6600;
- A few different RAM sticks, one by one, in all four slots;
- A GeForce 7600GS videocard (in both PCI-E slots);
- A Thermaltake 550W PSU (which was also on my own rig until recently); (yes, I’m plugging the whole 8-pin power connector next to the CPU);

In order to reset BIOS I tried both methods: 1st with the jumper and then via the onboard power & reset buttons (I learned this from the manual)
I can’t see visibly bad capacitors.
Is it GAME OVER?
Can a bad PLCC BIOS chip result in this behavior?

Where is the motherboard?
One trick that sometimes works is to put the motherboard on a non-conductive surface like wood and try to see if it will boot.

It's possible something is under the motherboard grounding it out.

My Dfi x38 does the same thing same post code.

Former DFI-Street Moderator here. One thing that worked sometimes on the DFI boards was to unplug the power supply. Move the CMOS jumper to the clear position, remove the motherboard battery and then let the board sit like that for 2-3 days.

For whatever reason, there were some instances when a completed and extended discharge + CMOS clear brought the board back to life.

Hopefully that works. If not you may need to see if you can scrounge up a replacement BIOS chip. I loved my time with DFI boards, but man some of them could be finicky.

Sorry, I changed my mind just for tonight, I wanted to try a couple of things more.

New information - the Standby Power LED is constantly shining yellow and won't light off while the DRAM LED doesn't light up at all.

Update!
I noticed this:


When I scratched at this spot a bit with a screwdriver, the DRAM LED also lit up in yellow. I haven't attempted anything more yet.
