Hello I am not sure if this is in the correct section of the forum but my PC has just shut down randomly and when I was watching some TV and when I boot it back up nothing is showing on screen At all and one fan is also not working that is located at the rear or of the computer. Could the fan be the problem?
The fan could indeed be the problem if the air is not circulating properly and is not dissipating the heat. Is the computer warm on the inside? I'm assuming you're using a desktop, if so, you can open up the case siding and see if the air feels warmer in the case or not. Although, one fan not working shouldn't cause the computer to shutdown under such light load if it's already well ventilated. Do you have it against a wall, or in a corner? These factors could also contribute to overheating.

All the lights light up on the mother board normal when booting up the PC and the cooler is is turning on as normal but the only lights that are not showing is the light that light up when the Motherboard is going threw all the check when first booting up. also there is not error message shown up on the digital display that the motherboard has.

I have not over clocked it at all and the temps of the system are all good. Checked the error code 00 that my mobo is giving me it looks like my CPU is not being detected.
Could be the CPU's dead, if it's not being detected. I would definitely try re-seating it before claiming that though. Try testing your RAM as well (Sounds weird I know) along with seeing if your heatsinks over the mosfets to your CPU are hot when the board is on, if so the CPU might be okay, but the board could be burned out. (assuming that you did not overclock) Can you test the chip in another motherboard or test another CPU in the board?
I have checked for bent pins and I cannot see any. It has been running very good for a while now and I have disconnected everything from the motherboard and ran it with only the nesesery components and still nothing.
I have bought another CPU for the motherboard and I am getting the same results. I am goijg sending he board back for RMA.
