If these benches are for 380x and are accurate...would it be worth waiting a month or are these things gonna be priced in the 350 USD+ range? This thing looks more powerful then a 290...and uses less wattage.
Also I been a bit stumped on the DX12 thing, it seems to bring a bunch of nice performance based on speculation and I have been told only the AMD 300 series and Nvidia 900 series will FULLY support it, does that mean partial support for 200 series and if so how partial, I know its all speculation, but its a concern of mine.

The ram is just like your PC RAM. Over time you can get faster RAM with better timings due to better mfg practices, binning, better Motherboards, etc. etc. It's the same here, on some 290X cards if you get lucky you can clock them up to 7 ghz I'm sure.
Having faster RAM does improve your performance too. http://techbuyersguru.com/VRAMocing.php
The catch is you get better results from overclocking your chip generally than you do from overclocking your RAM, and just like your PC, when you overclock your RAM, you are going to limit how much you can overclock your CPU.
Long story short, you want higher clock speeds on both, but if you have to choose, go with higher GPU clocks over higher RAM clocks (on the same cards of course).
