Something like this would work better. You don't really need a sound card for gaming and velociraptors are a waste these days.

550W will be fine if he doesn't overvolt the cards, though the 650w capstone is only 10$ more if needed. AIO water coolers like the h80i and the 240mm ones are roughly equivalent to high-end air coolers, but less bulky and look nicer. A custom water cooling loop is far superior to both, but is also significantly more expensive and time/effort consuming.
