New Build on Windows 8.1 Constantly Freezes on Startup

My system will make it to the screen giving me the option to enter bios or go to boot menu, then proceeds to load windows. The windows logo will appear with a loading sign, then the screen will turn black and the monitor will say no input. My keyboard will lose power (no lights) and become unresponsive. The computer will stay on with fans still spinning and lights on, no change. I will reboot and the same thing will occur the 2nd time. The 3rd time windows takes me to the startup repair menu, I choose restart and it loads fine. This happens like clockwork, every now and then it will only require one reboot. It seems if I reboot my computer a few minutes after turning it off it loads fine sometimes.
All sleep options are disabled in windows. I have disabled fast startup. In my BIOS I have turned off Intel Rapid Start settings, Windows 8/8.1 features, MSI fastboot, and UEFI bios. Even when I use Windows Key + X > Shutdown this still happens.

I have googled and googled and can find nothing I haven't done. My system isn't overclocked, everything is brand new and it runs beautifully with no instabilities while gaming. I don't know what to do at this point, a nearly $3000 system with the latest Windows shouldn't take 2 minutes to reboot twice just to get into windows.

Any help is appreciated.

  • Windows 8.1 OEM 64 bit
  • MSI Z97 Gaming 5 Motherboard
  • Intel I7-4790k
  • Crucial MX100 CT512MX100SSD1 512GB
  • G.SKILL Ripjaws X Series 8GB (2 x 4GB) DDR3 2133
  • Dual GTX 980's

Can you do these:

1) Remove all USB devices except for keyboard and mouse.
2) Have only one stick of RAM.
3) Have only 1 video card attached.

After that's all done see if that issue you described still happens.

That's a good idea. It's been a while since I've had to troubleshoot, this should have been obvious. I'll give it a try tonight.
