Antistatic foam cleaner would probably work fine. I take it it's just dirt and grime from dirty hands?

I have the same problems with my hands getting oily, but I found a solution. Alcohol based hand sanitizer, it dries out your hands. I alway keep a bottle on my desk. I don't get dirty peripherals anymore, well atleast not as quickly.

Tip: The hand sanitizer with lotion in it doesn't work for what I'm talking aboutm
