One year is a heck of a lot of time polishing, especially for a triple A studio like Rockstar. They managed the PS4 and xbone edition, not finishing the PC versions as well is just delaying to bolster console sales with the hope of double or triple dipping.
GTA V isn't being ported. It was developed in parallel to the console version. The PS4 and Xbone version weren't finished at the time of release either. Those were a buggy mess (although not as bad as other games from other devs)

If it's much more due to digital stores that would be another story. Has anyone an idea how much the volume in units and $$ is?
We can only make guesses to how well a game sold on PC.
There is 100 million active users on Steam, if 20% of people bought GTA V, they would have sold 20,000,000 million copies on PC just through Steam. Compare that to consoles which only sold 34 million units across PS3, PS4, 360 and Xbone.
