Crashing with GTX 970 in Tera RESOLVED

Hello,

I've been experiencing crashing when playing Tera. (everything else works fine)

So I dont know where to start from...basically the crash goes to a random color on my Monitor and then the pc will reboot. I have tried everything and finally did a clean installation of Windows 8, the crashing persists. I am looking for some explanation or idea to fix this problem. I will list the things that have worked/failed etc.
After re-installing windows the game was working fine without any crashes. After the first crash the game seemed to be more unstable and would crash more often. If you are not familiar with the game its an MMORPG and it is badly optimized. It is a very CPU bound game and poorly coded. The crashing usually occurs when visiting high population areas.
I have also rolled back the nvidia drivers.(not too far)

I was able to run the game without any crashes at a resolution of 1600x900 with all the settings turned to low.

Because of the result above I want to believe that its a memory issue but i cannot be sure. I have run a windows memory test and everything looked ok.

PC specs :

CPU: Intel Xeon E3 1230v3
GPU: GTX 970 palit jetstream
RAM: Corsair vengeance 2x4GB
Mobo:MSI Z97I-Gaming-AC
PSU: Silverstone SFX 600W

(single hard drive)

If you have any idea on what might be the problem please post it no matter how crazy it is.

I've also attached a dxdiag file DxDiag.txt 59k .txt file .

Factory overclocked card i presume?
My 2 titan's crash with anything over 1110mhz (it does not crash if all is set to low).

You could try underclock the graphic card (-50 core,-50 mem) and see if it helps.
If the crashes stop, slowly rise the core and memory backup until it crashes again.

The only stability problem i had in Tera was OC on graphic card, so, that's the only thing that comes to mind.
