Well that's the point, from a build style perspective they're similar, only instead of copper pipes you use whatever materials you think fit to look like ghetto style builds.
Improvised stuff and upcycling had become (and still are in certain areas) a staple of life under communist regimes. You had to. Lots of spare parts and things simply couldn't be obtained from anywhere. I was using nails, rods and string to fix my bike as a kid - and from that point of view, Steampunk is an artistic, romanticized view of what we (as a country) were doing to keep stuff working during our everyday life. So yes I understood you perfectly, and that's why I nominated Steampunk as a starting point. Same principle, only one has bells and whistles and the other doesn't.
