low gpu load giving me awful fps

right... I used to use and still own the 7970 matrix platinum edition on my rig, it gave me poor gpu load and i thought it was the gpu so i brought the msi 290 4gb twin fan gaming editon. I still get poor gpu usage. Ive tried all the applications to force load and settings on games and it doesnt fix it, my drivers are up to date. Im not sure if the problems with wiring or cpu. Before anyone says its not my psu, i also have my power options in high performance. Ive letterally tried every god damn thing i could possibly do. Someone please help me!!!!!!!
now whith the new gpu when i play games that forces load on it, it just freezes up.

Please do not get offended. But did you plug the monitor into the actual gpu and not the onboard port on the motherboard...

what makes you so sure it's not your psu? What brand and model is it? Have you tried using a different PSU?

its a tx850m, i dont have another one to test it with, buying another would be spending to much money. Someone a while back asked me if my psu make a buzzing noise and it didnt do im assuming its okay but im not sure

850 watts is overkill for that system even 650 watts is more then enough.
