Help with overclocking cpu

i have just started to learn how to overclock. i have overclocked my intel 9202.66 to 3.8 and im getting tempretures of 70c at full load (highest) and 67 (lowest), at idle it is at 37c. im using cool master hyper evo 202 cooler. im not sure if these are safe temps as i have seen some people saying their temps are in the low 60s at full load. so if u could give me some tips on how to lower the temps and what temps shoud i be looking at?

bios settings:

cpu ratio setting: 20.0
intel R speedstep: enabled
BCLK: 190
PCIE: 100
DRAM: DDR3-1523Mhz
UCLK: 3047MHz
QPI link data rate: 6857MT

CPU voltage 1.3250
CPU PPL voltage: 188
QPI/DRAM core voltage: 1.31250

Intel HT techonology: Disabled

i have passed the intelburntester test and the stress test level was at standard

What case are you running? How many fans? What size?

I'm not sure about the casing and the size of the fans but I've got 5 fans including the cpu fan

why do you have speed step enabled and why do you have HT off?

because speed step decreases the core speed and lower voltage when its not needed.
