You were the only one that reported the PWR perfcaps.
You stayed up until 4am testing the changes.
You flashed your GPU, took log files and reported the results.

Yes the back plate is actually a fairly thick piece of aluminum and technically (and marketed as) a PASSIVE heat sync. If you look at this pic you can see the thermals pads used on the BACK of the GPU to help draw heat away.

Oops..The 970 BIOS posted in the OP is for SAMSUNG ram. The HYNIX ram is a different BIOS however you can still use all the same tweaks you just need to copy them over to YOUR BIOS (extract YOUR BIOS, open side by side with the BIOS in the OP using Maxwell BIOS Tweaker v1.36 and copy ALL settings over identically, triple check). If you are not sure how to do this let me know.
What version is your BIOS? F10/F11 or F50/F51?
Please confirm what you mean by "1.8"... Where do you see this?
