X99 Pro freezing on boot

I can't figure out why this machine won't boot every time. Any advice will be appreciated.

Here's some background:

This is a completely new build with a fresh install of Windows installed on a PCIe drive (setup as a RAID, it was pre-setup from factory this way, I haven't messed with it).

So after about 3-4 hours of loading software, updates ect, I finally steal the drives out of my current rig. Install them into the new one, move it into the office, get everything hooked up. Freezes on boot.

I mess around for about 2 hours, removing drives, going back to just a PCIe drive, changing boot options, nothing, nada. Finally I give up, mess around some more until I finally get the windows CD to boot finally. Completely wipe the new install. Load windows again. It boots, yay!!! Start installing drivers again. First reboot. Freeze. $%*!(*%&

I remove all drives again, thinking maybe a bios issue I update to the latest BIOS. Nothing. I've been troubleshooting this for almost 6 hours by now, I'm ready to kick a puppy (and I like puppies!). I remove the PCIe drive, maybe it's faulty. I'll install windows on a normal SSD. Nope, won't even load the windows startup disk, keeps freezing. What. The. Holy. Hell?????

I bumped my core voltage to 1.325, bumped RAM voltage to 1.35, bumped CPU system voltage to around 1.02. FINALLY A BOOT!!! Got the Asus drivers loaded again, went through 3 reboots during, all good. Last reboot, not even making it to windows starting screen, went through that three times, finally it goes to windows starting and freezes, last reboot and it's finally in windows! But I didn't do anything... just hit reset A LOT. Without the voltages bumped I can't even seem to get the boot to complete just freezes (for about 8 hours now...)

And so here I sit, competely stumped. Guess I'll keep trying to plug away.... The system is really pretty! Just won't load windows.......
If anyone has any tips or advice for where to go from here I'd really appreciate it.

Other than the voltages listed above I haven't really messed around with the BIOS, no overclocking, the XMP profile is disabled, I disabled fast boot as I read somewhere that it had problems with compatibility.

Here are the system specs:

Intel 5280k
Asus X99 Pro
Mushkin 16GB 4x4 (2800mhz)
Mushkin PCIe Scorpion drive 240gb
Intel SSD
3 x Seagate 7200 drives in Raid (which windows isn't seeing but I am able to create the RAID in the intel controller prior to windows.... another issue for a different time)
2 x GTX 780's.

CPU and GPU's are on a water loop.

Well, I'll share what I found. Maybe it will help someone else since I didn't find much in my internet searching.

I finally ended up bumping my RAM voltage for POST to 1.4 to get a reliable boot to bios. That smoothed out the booting to windows a bit when I bumped the after post voltages to 1.3 also, but I had to bump my CPU vcore to around 1.2 to be stable on boot with no hangups. This is all stock, no OC'ing or XMP profiles.

At that point, I've already messed around with voltage.... might as well work on the OC a bit too!
CPU is now stable at 4.5 with 1.33v. Had one hangup on boot and bumped it from 1.325 to 1.33 and have had no issues since. I haven't tried to take it higher, not sure I'm going to, might actually drop it down to 4.3-ish and see how low I can get the voltage. My idle temps are 35-37 on 4 cores and 38-41 on two cores. I would like to see idle a bit lower, but during blend testing all cores were 100% and it was 67-71 max.

Ram is stable at 15-15-15-35 2666, with POST voltage to 1.4 and after POST voltage to 1.3. I'm sure I could get it to go higher, but I think that it's probably not worth the headaches and effort it would take to stabilize it. I'm a bit dissappointed by the RAM though. It was rated at PC4-22400 and was not anywhere close to stable using the XMP profile. It was only after I dropped it down and tightened timings and cranked voltage a bit that it stabilized.

Here is where I think most of my troubles stemmed from.

So after all that during one of my restarts I noticed that windows was only seeing 12gb of RAM. I went ahead and pulled all the ram, tested each stick, they were all ok, put them back into different slots and haven't had any further issues. No clue what that was about, but it randomly dropped one stick. So maybe there was a compatability issue with one slot, I haven't gone back and retested the RAM as I have it working now. Maybe a project for another day and maybe the XMP will work ok now. Again, I'm not sure swapping looser timings for an extra 200mhz would be worth the effort.
But I'm not an expert, so feel free to correct me if I'm wrong!

Anyhow, quite a bit longer post than I intended. Hope this helps someone else someday.

I'll have to search for it! Thanks!

I have not done any serious mem testing, I tweaked it enough to get it to boot, windows dropped one stick after about 8 hours, retested each stick by booting with just one at a time, put into different slots and ran with it.

I hope the mem test isn't by ROG, I can't even get realbench to run. double click, spinning loading wheel.... nothing. Rinse, repeat. I've tried running as admin, moving folders, no clue why it won't start for me.

I'll hunt around this evening for the mem test though. I just want it stable where it's at, I think that bumping it to 3000 wouldn't be a noticeable difference for most of my applications, especially since I would probably have to loosen timings to achieve it. But who knows, I may get bored!

Yeah that is true about bumping up to 3000. I'm just suggesting you follow that guide just to be sure your as close to being stable as you can be. There's no using realbench at all just memtest and something else. Maybe just do it if you find your systems not stable down the road you don't have to run the ram at 3000 to do the stress testinf
