I think even i change my casing i cant get this kind of temps because the minimum temp of r9 290 is 70c, so just want to know if its safe if i leave my case open and with a house fan blowing right next to it, im not comfirtable in 74c so id rather do this for lower temps is it safe?
If you mean the max safe temp for the R9 290 is 70c you are way off its actually as high as 95c before it even starts throttling. Anyway are you talking about idle temps or under load? Big difference.

Back when people used these cards to Mine they ran them 24/7 with temps hitting 95C for weeks to months and the cards never broke.
When these cards hit 95C the core boost will throttle down reducing temps then back to normal core etc etc. It will throttle before it even gets near causing hardware dmg.
And as fare as open case ya its fine if you can deal with the added noise. Do you have case fans setup in your build to evacuate the hot air in the case?

Leaving it open with a fan blowing is safe but absolutely unnecessary if your temps are around 74 degrees. As others stated before, this thing can go as high as 95.
you want your temps below 80 (imo). it can run 94-95, like others said, but they might start throttling. make sure you monmitor your vrm temps as well not just the core.

Originally, the original factory cooler design from AMD, the original R9 290's ran 95c constantly in all games, no matter what we did, even with the stock fans at 100%. The cards are designed to do this all day every day under any load for years at a time. Even if you have a factory aftermarket cooled card, the max is still 95c, and the card it's self is still designed to run up to 95c all the time.
Anything below 95c for these cards is considered "Good", anything below 80c for gaming for these cards is considered "Excellent" and you should be extremely happy with that as it is. You don't need to do anything else to the system if it's averaging 70-75'ish C gaming now.
