If you're referring to locked chips being able to do bclk overclocking, it started with supermicro and two weeks later Asus and AsRock released bioses that could do it. Msi might have as well.

Something I have always been interested about with SC CPUs is how does using different RAM (timings, speed, etc.) affect the viability of the SC CPUs?

For example:

SC recommends using 16GB 2133 Mhz RAM at 15-15-15-35 timings for their CPUs. But what if I used 32GB 3200 Mhz RAM at 15-15-15-35 timings? Or what if I used some RAM with completely different timings, Mhz speed, capacity, etc?

SC CPUs?

no idea what you are talking about. ram timings and speed can help depending on the platform but alotta time its just as effective to raise your cache to be equal or higher than core.
you can get 5-15% performance increase, depending on IC. with Skylake or haswell-e
