Buzzing sound & spark when I plug in power cable

Hello everyone.
So today I noticed that whenever I moved the computer table the PC would turn off. After checking it out, it seemed like whenever I would move the power cable in the PSU ( like trying to plug it in to secure it ) I'd hear this electric "ZZZZZZZZZ" sound and I'm pretty sure I'd see a small spark inside the PSU or around it ( I could see it just by looking at the PC from the back ) and the PC would turn off.
So I decided to take a look at the inside of the case, nothing looked suspicious. But now the PC won't even turn on. I plug the cable, the zzzzzz and spark thing happen and I got slightly electric shocked when I touched the PC near the PSU. If the PC even responds, the power button turns on for less than a second turns off. Most of the time it won't even turn on tho.
Does this mean that the PSU is dead? I tried with another power cable and another plug in the wall to no avail. If that's the case, is Seasonic M12II EVO edition 620W or XFX Pro edition 650W good alternatives? You can also check egprices.com if you wanna recommend something else since I'll be buying locally.

Your PSU was not very good anyway so thats not a huge loss.
And you dont need more then 450 watts for the system you have under your sig.

So that's a definite sign that my PSU is done for? No way to fix it?
And can u recommend any certain PSU? I'm a noob when it comes to PSU's and I know you can't just go by the wattage written on the box.
Something that's enlisted on egprices.com would be greatly appreciated.

Your old HEC unit is not worth spending as much as a second of your time on, throw it away and replace it even if it still works its terrible.
And why does egprices.com dont have as much as single unit below 650 watts???

The thing is I live in a small city in Egypt where there's not many PC parts available and shipping from some place like amazon to here would cost a good amount of money it's not worth it. So that HEC unit, while it's not good enough by the standards of someone who can get his hands on the best Corsair, Antec, Seasonic etc units easily, it's one of the best ones I could find.
As for the below 650W thingy, I have no idea. But if you have another recommendation other than what's available there you can tell me here and I'll try to look for it.
But do you think that the PSU is fixable?

P.S.2 : Seasonic S12II 520W. I think that one is decent but I hope I can find it locally. What do you think?

No i dont think the PSU can be fixed and you should not even try if it was worth wasting time on which its not.

This is the cheapest unit on that site that is not a major turd

High noise would be an issue so I would stay away from that.
Do I really need to go 600W+ on this rig? I think the Seasonic 525W or XFX 550W will be good enough. It's worth mentioning tho that the seasonic has pretty good reviews while the XFX is reported to have some regulation problems on the 12V rail when the PSU is taxed. I'm kinda leaning towards the seasonic because of that. Which one of the 2 would u recommend?

XFX dont make anything they buy their units from Seasonic and the Core Edition aka TS is the Seasonic S12IIB in another box but its the same platform used in both.

The Seasonic S12II 520 watt is not even a 520 watts unit its a 480 watt unit as thats the amount the 12v rail can do.
The 550 watt XFX is a 528 watt unit as thats the amount the 12v rail can do.

By modular do you mean fully modular or just semi?

The V750 is the best unit they have, but they dont have it lower then the 750 watt despite the fact there is a V450 and a V550.

The Seasonic G and the Cooler Master VS series are about the best mid range series you can buy.
If you can find a Super Flower Golden Green thats also a good option, but thats a old unit so i really dont think you are going to find that.

Well the only unit I was able to find in the shop was a Thermaltake 730W. If I want anything else I'll need him to order something else for me ( I already asked him to check for seasonic G series, seasonic S12II series and XFX pro series ).
I guess that thermal take unit isn't good enough?

Many of the cheaper Thermaltake units are mediocre if not terrible.

However I can order the following PSU's from Cairo :
XFX TS 550W/650W ( never heard of this one, is it any decent? )
Seasonic M12II 620W
Corsair VS 550W/650W
Which of the above ones would you recommend?

The XFX TS is the XFX Core Edition with a new name its still the same old Seasonic S12IIB.
The Seasonic M12II is the best unit but its also very loud.
The Corsair VS is trash and by far the worst one.

The Seasonic M12II is the best one but its also loud, so you either have to live with the noise or get the second best option which is the XFX.

All of the M12II units are known for being loud.
Dont think i have heard many complain about the S12II at least not from what i can recall.

XFX XXX Pro 650W - any thoughts on this one? It looks decent, semi modular, etc. But according to some reviews the fan is a bit noisy ( this sucks, why is almost every PSU noisy in reviews O_O? ) and there is ripple on 3.3V and 5.0V. While other reviews say that the noise is extremely low and the ripple is okay and not to be worried about. Any ideas?
In the end, it's probably gonna be between one of those unless I find something locally ( I'll have to order one of those from the capital ) :
XFX Pro XXX edition 650W
Seasonic M12II 620W ( I'm in love with it but the noise is kind of a deal breaker )
Cooler Master G650M
Corsair VS650W
