bought a 290x and seem to be having ESO problems

I recently purchased an r9 290x. my processor is an i5-4590k and I have 12gb memory, running Windows 10 insider preview with version 14.12 drivers (more on this in a second)

my issue is that I'm not getting the expected FPS out of the game that I was expecting. After reading and looking at multiple benchmarks of ESO on this card and processor I was fully expecting to not ever get under 60fps. But I get frequent drops under 60 outside of cities and inside of cities it drops down to 30fps or worse.

2560x1440 (tried 1920x1080, FPS doesn't change, unbelievably)

Ultra settings

Crysis 3 - never under 60fps
Advanced Warfare - this game... I don't understand. I'll be getting 90fps for a few matches and then go a few matches getting 40.
Battlefield 4 - 60fps, ultra

The odd thing is, I was running a GTX 660 2gb card prior to getting the 290x and I could get almost equal performance in ESO.

Does the game really use my processor that much and if so why are other people with similar set ups reporting such higher frames?

I'm currently running 14.12 drivers because I've tried about 10 different drivers and these ones seem to work the best.

If anyone has run into this before and solved or just dealt with it, let me know.

uninstall old nvidia drivers. and use the lastest nvidia drivers.

12GB of RAM seems odd, dual channel normally works in 2gb, 4gb, 8,gb, 16, 32gb and so on.
Are you sure you are running dual channel ?

And yes online games (MMO's) alot of the times do all physics on 1 core, so when lots of things are going on you will get slowdows no matter how many GPU power you have.

Is your CPU overclocked ?

When you get FPS drops is your GPU then at 100% usage ?

I was in the beta, but the experience/coding turned me off so that I never bothered to fir it up again.

12gb because 2 4gb sticks and 2 2gb sticks

processor isn't overclocked

When I'm in areas where I'm lagging (as I said, cities) my core clock drops down to the 800 ranges instead of the 900s

Its probably best to run 2x4GB and get rid of the 2x2GB
If you want more get another set of 2x4GB or a single new 2x8GB set.

Your GPU usage graph is a bit messed up tbh.
Do you have V-sync on ? was tabbing in and out alot during this graph ?

Either way, when your FPS goes down and your GPU isnt at 100% load its often a CPU bottleneck, very common with MMO's

put the power limit to the max on msi afterburner,and Dont use auto fan speed.
