Is Skylake receiving overclockable releases in Q3 2015?

I've searched around for this subject and from best understanding the words are a bit jumbled around depending in which review is read and when it was talked about.

Obviously I know more details will surface in next few weeks with Computex coming up, but rather pick some peoples brains on what is known.

I'm basing my inquiry off this quote from wccftech
Quote:
Skylake-S product family will include both K Series unlocked SKUs

Is this processor actually being released in a K format to best of our knowledge? I mean would seem absurd that the unlocked version wouldn't be avaliable at launch, Broadwell pricing seems really high, and prices leaked on Skylake seems more inline with what I'm expecting (390$ CAD)

If there isn't a K format being released, I've never tried to overclock on non-K processors, I understand the multiplier is locked, but what about basics like turning off Turbo's, Voltage and just bumping frequency?

Whenever I overclocked on my i7 860 and 2600k I never touched multiplier, unlike when I overclocked my current FX6300 which I did adjust multiplier.

Probably only looking to overclock the base clock of 4.0ghz to about 4.5-6ghz

Anyway, I'm slowly accumalating parts for my girlfriends PC I'm building her and looking towards Skylake launch being a good time to finalize everything, currently just picking up needed parts on sale etc. Getting to save a bit longer also means taking extra 100$ to go for i7 Skylake shouldn't be too terrible. She isn't a hardcore gamer but does do graphically intense applications enough so a 960 seems to be more then enough power, goal is a silent machine so literally 960 is amazin

I'm taking a long time to get this machine ready from sleeving and just trying to get everything so its a quality build xD also going to dabble in WS2811 LED strip programming inside.

Current parts;
Case: Corsair Air 240 80$
PSU: Corsair RM650 120$
GPU: Gigabyte GTX 960 G1 2gb 250$ (Bought early since I need to RMA my Sapphire 280x Toxic)

Wish list:
CPU: (i7 6700k Hopefully)
CPU Cooler: Corsair H100i
SSD: Unknown Waiting though seems like more and more budget SSD's with poor performance are being released in last few months, I know some new tech has been released lately Though.
HD: Western Digital Cavier Blue
RAM: Unknown, depends if I decide I want LEDs from RAM in Color scheme.

She wants a rainbow PC xD so I get to learn how to program a WS2811 strip to do that yayyy, found literally zero guides on that
