It looks like MS was inflating / subsidizing the ad revenue by purchasing all of the 'unsold' advertising space and filling it with Bing advertising. Then they stopped.

"For the most part, Microsoft was the primary buyer of the ads, so developers could at least count on Bing ads to show up. Since 3/31, however, even the Bing ads stopped and now ad-driven apps aren't getting a thing."

I don't see how Google can be blamed for MS choosing to end it's subsidy of Window's Phone apps advertising.
I think this [BI] article is just trying to stir up Google hate and generate clicks through fake controversy.
